Institutional Governance

As part of its mandate to support AFRA Member States in their effort to enhance their capability and relevance to compete in the global markets, AFRA took the initiative to make available, to decision-makers and managers of Atomic Energy Commissions and National Nuclear Institutions, guidelines and indicators of sustainability to enable them to monitor progress and plan actions to pursue the path to sustainability and excellence.

The focus in the document is placed on the National Nuclear Institutions, as these are usually the implementing bodies of the country’s development objectives using nuclear science and technology.

However, the present document may also be used by other national institutions and organizations, which employ nuclear technology to complement other conventional methods.

It is acknowledged that these indicators and proposed methodology will require further refinements which will normally result from the process of continuous application, evaluation and feedback.

The content of this document was reviewed by many stakeholders from Atomic Energy Commissions (AECs) and National Nuclear Institutions (NNIs) and finalized by a Task Force Meeting held in Cape Town, 9-13 December 2002 under the AFRA Theme V. The Task Force Meeting was attended by experts from Egypt, Ghana, South Africa and Sudan. The IAEA was represented by the AFRA Coordinator.

The document was reviewed and adopted by the AFRA Technical Working Group during its 14th Meeting held in Kinshasa, D.R. of Congo, 28 April-2 May 2003. The AFRA Field Management Committee finalized the present document “Guidelines and Indicators for the Achievement of Sustainable National Nuclear Institutions in AFRA Member States” and requested the Agency to circulate it to all AFRA Member States.
