Methodology

For all new AFRA projects, the Project Formulation Committee will prepare a technology-specific questionnaire based on the criteria listed below;​​​​​​

  1. For projects funded by the IAEA:
    • The IAEA AFRA Focal Point will invite AFRA Member States (MS) to indicate their interest in participating in new projects by nominating the proposed Project Coordinator (CV to be attached) and submitting the completed questionnaire by December 31 of the year preceding the start of the new project. Failure to address these two aspects will result in the MS excluding themselves from participation in the new projects;
    • A review of the MS application will be made by the IAEA TO and PMO as well as the PSC who may be serving under a related project. Each will make a separate recommendation to be collated into one table by the IAEA AFRA Focal Point;
    • The tables prepared by the IAEA AFRA Focal Point under point b above will be submitted to the AFRA-PMC by 31 January of the first year of the project. The AFRA-PMC will then make a final decision on which MS will be allowed to participate in the new projects by 15 February of the first year of the project.
  2. For projects supported by funders other than the IAEA:
    • The AFRA-PMC will invite AFRA Member States (MS) to indicate their interest in participating in new projects by nominating the proposed Project Coordinator (CV to be attached) and submitting the completed questionnaire by December 31 of the year preceding the start of the new project. Failure to address these two aspects will result in the MS excluding themselves from participation in the new projects;
    • A review of the MS application will be made by the AFRA-PMC in consultation with regional technical experts, such as PSCs. The AFRA-PMC will make a final decision on which MS will be allowed to participate in the new projects by 15 February of the first year of the project;
    • Given that projects need to begin as soon as possible within a calendar year, the AFRA TWGM will delegate to the AFRA-PMC the responsibility of admitting MS to new projects or indicating that participation is considered premature or inappropriate. The performance of MS in previous related projects will also be taken into account.
